Laurie L. Oldford
President
Term expires: Dec. 31, 2024
Laurie L. Oldford graduated from Central Michigan University and began her teaching career in the Port Huron Area School District. She has a Master of Social Work degree from Wayne State University and a Master of Arts in Teaching with an Early Childhood Endorsement from Oakland University. Laurie taught in Special Education and Early Childhood Education classrooms for 10 years and went on to become a School Social Worker, working in the majority of the schools in the PHASD for over 19 years. She developed and implemented Conflict Resolution Programs throughout the district, which included Peer Mediation, Staff Training and Classroom Instruction.
Laurie is involved in numerous community organizations including St. Clair County Community Foundation – Blue Water Arts Committee and the Port Huron Civic Theatre. She directs the Choirs of St. Joseph, Holy Trinity Parish in Port Huron. Laurie has one son, Vincent, who graduates from Port Huron Northern in June, 2023

Frank M. Partipilo
Vice-President

Frank M. Partipilo and his wife Tricia have two daughters who both attend Port Huron Area Schools. He attended the University of Michigan, Ann Arbor and graduated in 2001 with a Bachelor’s of Arts degree in History. Upon graduation he attended and graduated from Michigan State University College of Law Magna Cum Laude in 2004. Since then he has worked in Port Huron as an attorney specializing in Social Security disability, personal injury and worker’s compensation. In addition, he coached the Port Huron High Mock Trial team for 12 years. He has served on the Board of Directors at Port Huron Golf Club as President, Vice-President and Treasurer and currently sits on the St. Clair County Bar Association Board of Directors. Frank is honored to be able to serve the Port Huron area in this role and looks forward to helping all of the Port Huron Area students reach their full potential.

Timothy A. McCulloch
Treasurer

Timothy A. McCulloch is not new to the Board, having previously served as a trustee from 2010-2014. He currently is on staff at Colonial Woods Missionary Church, serving as their Business & Finance Director since December 2014. Tim worked for the City of Fraser as the Finance Director/Treasurer prior to coming to Colonial Woods.
Tim and his wife, Joann, have been married since 2002, and have three daughters – one who graduated from Port Huron Schools and two who attend Port Huron Schools. Tim graduated from Baker College with a Bachelor of Business Administration in Accounting. He also received a Master’s Degree in Business Administration from Baker College.

Jessica L. Totty
Secretary

Jessica Totty graduated from St Clair County Community College as a nurse. She is a Licensed Ordained Minister through the International Council of Churches. Jessica has worked at Lake Huron Medical Center for 26 years. She believes in being a well-informed school board member and has pursued higher education through the Michigan Association of School Boards, (MASB) and achieved her 2 year certificate in 2022.
Jessica is involved in many community opportunities. She is one of the Chaplains for our PHPD. She is also on the Board of CMH, Hunter Hospitality House, Healing Hearts Home and member of WL#837. Jessica is Co-Pastor with her husband at #C4Yourselfchurch in Port Huron.
Jessica is of Mexican and Indigenous descent and believes in encouraging the marginalized and underserved, making sure that all voices can be heard and have a seat at the table. Jessica has been united with her husband Kevin for 39 years and is the mother of 5 children and grandmother to 3.

Joshua S. Chapman
Trustee

Josh Chapman and his spouse Judi have three children, two of whom attend Port Huron Schools. He attended Central Michigan University, graduating in 2011 with a Bachelor’s degree in management. Upon graduation, he returned to the YMCA of the Blue Water Area, where he was an intern during college and now serves as President & CEO. He has served on several boards, committees, and community projects and truly enjoys helping all residents of the Blue Water Area thrive.

Ann E. Murphy
Trustee

Ann E. Murphy attended Port Huron Area Schools K-12 and is a 1966 graduate of Port Huron High School. Ann graduated from Albion College in 1970 and taught life and physical science at Adams Jr. High in Wayne/Westland from 1970-74. In 1974, Ann retired from teaching and she and her late husband John raised four children, Todd, Brian, Katie and Megan in the Port Huron Area School District. In 1993, Ann revived her career in education teaching biology for 15 years at Port Huron Northern High School. She served as an interim assistant principal at PHN during the 2008-09 school year. Ann retired for a second time in June of 2009 and is honored to have the opportunity to serve our students and our district as a Trustee of the Board.

Matthew D. Ruiz

Matthew D. Ruiz and his wife Allison have four sons who attend Port Huron Area Schools. Matt graduated from Central Michigan University, Cum Laude, with a Bachelor of Science degree in Secondary Education. After graduation, he attended the University of Detroit Mercy School of Law, graduating with his Juris Doctor degree in 2010. Matt is currently the Director of the Blue Water Middle College in Port Huron, working closely with high school students across the county to help them achieve their postsecondary goals. He also sits on the Blue Water College Access Network Leadership Team. Matt is excited and honored to serve and support Port Huron students, parents, and educators.
